Pennsylvania gives CDL skills tests at 25 PennDOT skills test sites, each on set weekdays and by appointment, and at 58 third-party testers on PennDOT's CDL location flyer (DL-105CDLF, 9-26).

PennDOT examiners test at Driver License Centers and exam points on set days. Third-party testers (schools, bus companies, carriers and career centers) can also give the skills test; contact the tester directly to arrange it.

How to schedule the skills test
- For a PennDOT site, call 717-412-5300 weekdays 8 a.m. to 5 p.m. for an appointment. For school bus skills tests, also call 717-412-5300. (pa.gov)
- No examinations on Mondays or holidays. Plan at least 2 hours for the skills test. (pa.gov)
- For a third-party tester, contact the tester for arrangements. (pa.gov)
- Since August 28, 2023 PennDOT and third-party testers give the modernized CDL skills test. (pa.gov)

What to bring
- Your photo driver's license or photo ID, Social Security number, and signed CDL learner's permit. (pa.gov)

Entry-Level Driver Training (ELDT)
- ELDT applies to first-time Class A or B applicants, upgrades from B to A, and first-time passenger (P), school bus (S) or hazmat (H) endorsements. Your provider must be on the FMCSA Training Provider Registry. (pa.gov)
- It does not apply if you held a CDL or the P, S or H endorsement before February 7, 2022. Some 49 CFR Part 383 skills-test exceptions also exempt you. (fmcsa.dot.gov)
